Robert brings nearly three decades of sophisticated and multifaceted New York real property tax law practice to Ryan Law. He represents commercial and industrial property owners in all aspects of real property tax administrative protests and courtroom litigation. This includes applications to the New York City Department of Finance and New York City Tax Commission, hearings at the Tax Commission, litigation settlement negotiations with the New York City Law Department, and motion, trial and appellate practice in various New York State Courts.

For nearly 20 years, Robert was the lead attorney in the tax certiorari practice of another major New York firm. In addition to representing property owners in annual real property tax protests, he helped clients secure development tax incentives in their efforts to rehabilitate commercial and industrial properties, and he handled commercial real estate conveyances and financing.

Robert is a former Assistant Chief and Senior Counsel in the Tax Certiorari and Condemnation Division of the New York City Law Department. He defended the City in real property tax litigation involving tax assessment, exemption, foreclosure, and incentives. His work defending assessments included all property types including major office buildings, department stores, shopping malls, special use properties, and environmentally contaminated properties. He was counsel of record in a dozen published decisions in the New York Supreme Court, Appellate Division, and Court of Appeals.

Robert also served many years as a mayoral appointee on the New York City Environmental Control Board, holding the “real estate industry” seat, and New York City Loft Board, holding the “property owner’s” seat.
